I do not know how to use ngo, but ngo means "do nothing".
Therefore, I guess that it is used only by developers.

Why do you think so?

At least, there is a statement that "ngo" is "何もしない" in japanese manual.
(Note that "何もしない" means "do nothing" in japanese.)

All I can tell you is that there is a statement that "ngo is do nothing" in the OFFICIAL document.
